Quoting DG Janice Gage in the September 2009 District 5190 newsletter,

"In 1949, Rotary International adopted the slogan "Every Rotarian an Example to Youth" as an expression of commitment to children and youth in each community in which Rotary clubs exist. It is the responsibility of each Rotarian to prepare New Generations by improving their life skills to ensure a better future while recognizing a variety of needs.

Serving young people has long been an important part of the Rotary experience. Rotarians have an opportunity to be role models and mentors for young people in every community. Youth learn to serve by observing others. As our youth grow to become adult leaders, it is hoped that each will achieve that same desire and spirit to serve future generations."

Youth Services in District 5190 includes the district wide youth programs of Interact, Rotaract, Rotary Youth Exchange (RYE) and Rotary Youth Leadership Awards (RYLA). Additionally, our District has a Youth Protection Officer that works with all the youth programs to help ensure the safest possible environment for all participants in Rotary activities.

Each Rotary club in the District has the opportunity to participate in any of the District wide youth programs. In 2009, 51 of the 53 Rotary clubs in District 5190 sponsored at least one RYLA camper from their community. There are 12 active Interact clubs currently in our District, 4 active Rotaract clubs, and approximately 30 inbound and outbound Rotary Youth Exchange students participating each year.

In addition to these 4 specific youth programs, District 5190 also engages the youth of our communities in Speech and Music contests at the club, area and district level and is actively involved in the Ethics Pilot Project with our youth. Speech and music contests and the Ethics Initiative fall under the Vocational Avenue of Service, and have a strong tie to Youth Services.

Literacy is yet another area where Rotary service intersects with youth. As an RI focus area for 2009-10, our District has its own District Literacy Resource Coordinator, Jean Irwin.

Many individual clubs within District 5190 have even more youth programs to serve their communities, such as scholarship programs, middle school programs, partnerships with elementary, middle and high schools, and more.

Our District recognizes Rotary's long standing involvement and commitment to youth through scouting, and has named Doug McDonald as district coordinator for International Fellowship of Scouting Rotarians.

Rotarians understand the importance of working with youth for the future of Rotary and for the future of our community and world. Our District leadership recognizes the value and importance of Youth Services to the point that it is sometimes referred to as the "Fifth Avenue of Service" and each club is encouraged to have a director or board level member dedicated to the purpose of benefiting youth, with committees to assist in delivering service via Interact, Rotaract, RYE, RYLA and the other projects that the club has determined are needed by their community.
